Elapsed time between two Seconds Since Midnight variables embedded c

Question

I have two clocks counting seconds since midnight. One is more accurate than the other. If these two ever get more than 60 seconds apart I want to take some action. They each roll over at 86400. How can I determine how far apart they are? Is this easier than I am making it out to be? Thank you so much for your help!
