How to resolve the build error - Payload contains two or more files with the same destination path 'Azure.Core.dll'

Question

I am getting this error in VS 2019 when I try to use pre-release package with this package (Azure.Commmunication.Administration prerelease 1.0.0-beta.3) which is also a pre-release package. If I remove the Azure.Communication.Administration package and commented out the necessary code, no error. Both packages use different version of Azure.Core.dll I tried clearing the nuget manager cache and restore the package, but it did not help. Any idea how to fix this kind of build issue?
