Can anyone help me with this =RANDBETWEEN(E2,E5) formula?

Question

I have this =RANDBETWEEN(E2, E5) formula which is generating random numbers beyond the limit. In the cells, the E2 value is 1 and the cells E5 value is 4. But RANDBETWEEN(E2, E5) formula generating the number 5,6,7, it's beyond the limit. Can anyone help me with this issue? how to fix this one?
