patch - Patching DDoS Methods

Question

I am attempting to learn how to patch DDoS methods (L7, or application based). For this particular method, I have attempted limiting the Packets per second, Blocking Hex String, and more. This isn't a DoS so I cant block the IP. Any tips or pointers? (Preferably iptables)
