importing data set from PostgreSQL to python

Question

I am new to python. I have millions of data in postgreSQL server, I want to import last 18000 transactions on python. I have been able to count rows in python after building server connection from python to postgreSQL, but i am unable to load data for last 18,000 transactions. Need help THANKS
