As far as I know, Evaluation
shows all the trigger attempts that your logic app has made, including success, failure, and skip. Whether or not billing needs to be determined according to the operation result.
When a file is added or modified(properties only)
trigger is a Polling trigger,even if the trigger is not triggered, the polling operation of the trigger will still be billed.

Therefore, only the cost of the trigger in the polling operation (skip state) and the cost of trigger and all actions after the logic app instance runs successfully are charged.
